avcodec/vaapi_av1: stop setting deprecated VA-API fields

chroma_sample_position is a single bit and cannot hold the 2-bit AV1
value, so CSP_COLOCATED was silently truncated to CSP_UNKNOWN. tg_start
and tg_end are meaningless because the bitstream is submitted with per
tile granularity. libva deprecated all three without a replacement.
Fixes -Wdeprecated-declarations.
