Maurício Meneghini Fauth 3adaad0c64 Backport DatabaseInterface::quoteString to QA_5_2 ...

This makes easier to merge new code into master branch.
Moves the responsability of quoting to the driver instead of the
DatabaseInterface class. Uses PHP 8.6's mysqli::quote_string()
if available.
