Carry the chroma location through the filter graph the way the other video color properties already are. The decoder's value reaches buffersrc, the encoder's accepted list reaches the sink, and the graph converts between them. This also makes an explicit -chroma_sample_location do something useful on the output side. It used to only tag, and warn when the tag disagreed with the frame, which is why the warning goes away here. Signed-off-by: Kacper Michajłow <kasper93@gmail.com>

Patches should be submitted to the ffmpeg-devel mailing list using
git format-patch or git send-email. Github pull requests should be
avoided because they are not part of our review process and will be ignored.
