Sergey Poznyakoff 6a56b0f5aa Resend to a specified backend balancing weight 
* NEWS: Document changes.
* doc/pound.texi: Document changes.
* src/pndlua.c (pndlua_http_index): New field: balancer.
(pndlua_http_newindex): Handle same field names as pndlua_http_index.
* src/pound.h (_pound_http.resend): New field: min_weight.
(phttp_lua_stash_reset): Initialize min_weight.
(phttp_resend_min_weight): New function.
* src/svc.c (service_lb_select_backend): Additional argument: min_weight.
All uses changed.
(get_backend): Use phttp_resend_min_weight to determine the initial
balancer weight.

* tests/lua-resend-be.at: New file.
* tests/Makefile.am: Add new test.
* tests/testsuite.at: Likewise.
* tests/poundharness.pl: Special header X-Pound-Force-Status instructs
the harness to always reply with the supplied response code.
