Reshuffle the logic for determining whether to encrypt a message so that it can run independently of whether our app actually supports e2e - and then throw an error if it looks like we should be encrypting but don't support it. Add lots of calls to `syncPromise` to cope with the fact that sync responses are now handled asynchronously, which makes them prone to races otherwise.
