Gate const c-ares callback buffer on 1.34.7 only (#650)

c-ares 1.34.7 made `ares_callback`'s buffer const; 1.34.8 reverted it (c-ares #1245). Only 1.34.7 has the const signature, so gate on it exactly rather than >=.
