Enable getdeps CI builds

Summary: Add getdeps CI for `metaroce`: a build manifest, a GitHub Actions workflow with sccache and a 180-minute timeout (cold builds take ~90 min), and a `BUILD_TESTS` CMake option for the leaf test suite. Folly, fmt, and glog are built shared for the preload interposer.
