Align cmake_minimum_required floor on 3.14

Summary: CMake 4.x removed compatibility with minimums below 3.5 and deprecates minimums below 3.10 ahead of removing that too. folly already requires 3.14, which is the effective floor for every folly-dependent OSS project: declaring lower no longer excludes any supported consumer (lowest CMake in any supported config is 3.22) and only buys deprecation warnings today plus hard configure failures once the next removal lands. Aligned here: fizz 3.5, wangle 3.5, mvfst 3.10, proxygen 3.10, cachelib 3.12, fb303 3.8. Left alone above the floor: fbthrift 3.24, mcrouter 3.16; folly itself already 3.14.
