- `libssh2.rc`: document language/codepage codes.

- convert to Markdown: `docs/BINDINGS`, `docs/HACKING`

  Blind update for `vms/libssh2_make_help.dcl`. Please double-check.

- cmake: fix to recognize dash-style warning options (`-Wn`) with MSVC.

- `NMakefile`: sync `rd` command with `Makefile.mk`.

- delete a CVS header.

- cmake: simplify a `LIBSSH2_HAVE_ZLIB` macro.

- few other nits and whitespace mods.
