Also:
- sync with canonical `BSD-3-Clause.txt`:
  - number the clauses.
  - wording in the 3rd clause.
- add 'All rights reserved.' where missing.
- agent: sync with rest of files.
- agent: merge two, identical, embedded headers.
- fix comments nits found nearby.
