openssh_fixture: drop docker-machine ip logic
Also drop using the `DOCKER_MACHINE_NAME` env which is part of the logic deleted. The `docker-machine` command and package no longer exists upstream. It's missing from distros, its last commit was on 2019-09-02, repo archived on 2025-07-18.
