GHA/windows: move Linux cross-builds to arm64 runners

Browse Source 
For slightly better performance, and better efficiency.
Saving over 1 minute. The clang-tidy build is 2x fast.

Also:
- GHA/windows: fix `windres` command-line for non-intel machines.

Closes #2637
