README.md: v7+ features are supported w/ all ABIs

WITH_JPEG7 and WITH_JPEG8 specify the API/ABI that libjpeg-turbo should
emulate.  libjpeg v7 and v8 API/ABI emulation does not affect the set of
libjpeg v7 and v8 features that libjpeg-turbo supports.
