CONTRIBUTING.md: Further clarify AI policy
"Human-generated" is unclear, because technically a computer was used in some way (albeit with full human direction) to generate all of the code and other content in the libjpeg-turbo source tree. The point we're really trying to make is that AI tools were not used to generate any of the content in the libjpeg-turbo source tree and that, irrespective of one's philosophy regarding AI, including AI-generated content in an open source project is legally fraught at the moment.

Use of AI
---------
All code and other content in the libjpeg-turbo source tree is 100%
human-generated, and all contributions to this project intended for inclusion
in that source tree must also be 100% human-generated.
No code or other content in the libjpeg-turbo source tree was generated, in
whole or in part, using AI tools.
Because it is impossible to know what source material was used to train a
particular AI model, it is impossible to know whether placing AI-generated code
and other content under libjpeg-turbo's open source licenses would violate
someone else's copyright. At best, it is a legal gray area. For that reason
and others, this project does not accept any contributions intended for
inclusion in the libjpeg-turbo source tree that were generated, in whole or in
part, using AI tools.
