Bartosz Golaszewski 7c30a5340a build: clarify to meson that C++ is only added for target 
With C++ enabled, meson currently emits the following warning:

    WARNING: add_languages is missing native:, assuming languages are wanted for both host and build.

We only need C++ for target executables, so make that clear in
meson.build.

Fixes: 4946370d06 ("build: do not require a C++ compiler if it is not needed")
