When commitd9b156ecc2updated pyproject.toml to conform to PEP 639 we failed to make sure the build dependencies were updated to support the new structure. Support for PEP 639 was added to setuptools in v77.0.0 [0] so minimally require that version in `build-system.requires` to avoid failures.
