wctob: Make consistent with wcrtomb.

* m4/wctob.m4 (gl_FUNC_WCTOB): Require gl_MBRTOWC_C_LOCALE and, if
needed, set REPLACE_WCTOB.
* modules/wctob (Files): Add mbrtowc.m4.
