Joseph Myers bf438382bd Use prototype definition for __strtol. ...

This patch fixes those warnings by using a prototype definition for
__strtol.

Tested for x86_64 that stripped installed shared libraries are
unchanged by this patch.

	* stdlib/strtol.c (__strtol): Use prototype definition.
