Joseph Myers 6488f4d006 Add SOL_SMC from Linux 5.18 to bits/socket.h ...

Linux 5.18 adds a constant SOL_SMC to the getsockopt / setsockopt
levels; add this constant to bits/socket.h.

Tested for x86_64.
