tests: fix currently always skipped test

* tests/misc/tty-quoting.sh: Since commit v9.12-10-g782a1e5bc,
env(1) calls isatty() and thus induces another ioctl()
which causes the test to skip.  The env(1) is redundant anyway
as strace will avoid shell builtins, so just remove the redundant
env calls.
