docs: clarify how to view and change plans (#26417)

## Summary

The billing pages repeated steps covered elsewhere and never said what
each screen shows. Plan pages also left out the actions available from
Docker Home. This explains each Billing screen, documents those actions,
and points plan changes at the plans catalog instead of repeating them.

A Docker plan is a subscription tied to an individual account, an organization
account, or a specific product. When you upgrade a plan, you expand your
usage entitlements and feature sets. You can also top up some plans,
extending usage without changing your plan type.

## Docker plans
Docker subscriptions determine the products, features, and usage included with
an individual account or organization. This section explains the available
plans and how to manage subscriptions and billing.
The following table summarizes the available plans.
Use these docs to:
| Plans | Billing model | Types |
| --- | --- | --- |
| [Docker](/manuals/subscription-billing/plans/docker.md) | Flat-rate plans for personal and organization accounts | Docker Personal, Docker Pro, Docker Team, Docker Business |
| [Docker Hardened Images (DHI)](/manuals/subscription-billing/plans/dhi.md) | Annual plans billed per repository. DHI Community is free. | DHI Community, DHI Select, DHI Enterprise |
| [Gordon](/manuals/subscription-billing/plans/gordon.md) | Monthly plans that raise your Gordon usage allowance | Gordon Plus, Gordon Max, Gordon Ultra |
| [Docker Agentic Platform](/manuals/subscription-billing/plans/docker-agentic-platform.md) | Pay-as-you-go cloud compute, billed monthly | Pay-as-you-go |
| [AI Governance](/manuals/subscription-billing/plans/ai-governance.md) | Licenses purchased through Docker sales. Contact sales to add more. | AI Governance |
| [Docker Verified Publisher (DVP)](/manuals/subscription-billing/plans/docker-verified-publisher.md) | Flat-rate annual plans. DVP Growth lets you add consuming domains in blocks of 25. | DVP Starter, DVP Growth |
Docker plans that upgrade your account (Docker Pro, Team, and Business) cover
most use cases. Some product plans require an upgraded Docker account. Others
let you subscribe without one. For details, see
[Plans](/manuals/subscription-billing/plans/_index.md).
## Top up your plan
Plans come with usage entitlements that can be extended without upgrading to
a different plan.
| Unit | Description | Examples |
| --- | --- | --- |
| [Seats](/manuals/accounts/organization/manage/manage-seats.md) | Each seat extends entitlements to one more member. | Docker Team, Docker Business |
| [Licenses](/manuals/accounts/organization/manage/manage-licenses.md) | Access to specific products or features. | AI Governance, Docker Offload |
| [Minutes](/manuals/subscription-billing/plans/docker.md#docker-build-cloud-minutes) | Build and test runtime capacity, sold in blocks and consumed within the billing period. | Docker Build Cloud, [Testcontainers Cloud](/manuals/subscription-billing/plans/docker.md#testcontainers-cloud-minutes) |
| [Repositories](/manuals/subscription-billing/plans/dhi.md) | Additional container repositories covered by security scanning and analysis features. | DHI |
| [Consuming domains](/manuals/subscription-billing/plans/docker-verified-publisher.md#add-consuming-domains) | Additional consuming domains tracked in publisher analytics, sold in blocks of 25. | DVP Growth |

You manage Docker plans, payment methods, invoices, credits, and taxes from
Docker Home. Billing is scoped to the account you
select. To manage billing:
You manage Docker plans, payment methods, invoices, usage, costs, credits, and
billing details from **Billing** in Docker Home. Billing applies to the
account you select, either your individual account or an organization.
1. Sign in to [Docker Home](https://app.docker.com/), then choose your
individual account or organization.
1. Select **Billing**.
1. Select the page you want in the sidebar, or stay on **Overview**.
To add or upgrade a plan, see
[Manage plans](/manuals/subscription-billing/manage/plans.md). To compare
plan types, see [Plans](/manuals/subscription-billing/plans/_index.md).
For an organization, you must be an organization owner, or have a
[custom role](/manuals/security/roles-and-permissions/custom-roles/permissions-reference.md#billing)
with the **View billing** or **Manage billing** permission. Without it, Docker
Home shows **No access to billing**.
## Overview
When you select **Billing**, you are taken to the **Overview** page, where you review active plans, payment
method, and subscription totals for that account. From there you add
self-serve products, manage a plan you already have, or open another
billing page in the sidebar.
**Overview** is the Billing home. It shows the default payment method, a tile
for each active plan, and your subscription totals with the next charge date.
The page also shows:
* **Monthly subscriptions** when you have a monthly plan
* **Annual subscriptions** when you have an annual plan
* An alert for a
[failed payment](/manuals/subscription-billing/manage/payment-method.md#failed-payments)
or a

> [!TIP]
>
> If Docker sales manages your subscription, the sidebar shows **Overview**
> only. Contact your Docker sales representative to renew, make changes, or
> request invoices.
## Invoices
The billing **Invoices** page lists invoices issued when a plan renews or
changes. You can open an invoice, check payment status, and download a
copy.
**Invoices** lists every invoice with its date, number, description, status,
and amount. You can open an invoice or download a PDF when your Docker account
has a verified email address.
## Usage
The billing **Usage** page helps you compare usage-based charges across
billing periods. You can track usage by changing the period, product,
and how the product is metered.
**Usage** charts usage-based charges across billing periods. You can filter
by period, product, and meter, and export a CSV.
Plans that report usage appear here, including Docker Build Cloud minutes,
Testcontainers Cloud minutes, and Docker Agentic Platform compute. With no
usage-based plan, the page shows **No usage-based products**. See
[Plans](/manuals/subscription-billing/plans/_index.md#choose-a-plan)
for which plans are metered.
## Costs
The billing **Costs** page aggregates all costs by billing period. It
breaks down charges by resource (the product accruing a charge), the
status of your billing period, and costs to date.
**Costs** shows charges for one billing period, grouped by the product each
charge is for. The page labels that column **Resource**. You can switch
billing periods and export a CSV. Costs also shows:
* Period status
* Amounts excluding tax
* **Cost to date** for the current period
* The subtotal for a closed period
* Credits, when the account has them
An invoice total can differ, because the invoice adds tax and any credits.
## Credits
The billing **Credits** page shows credits applied to your costs. If you
received a promotional credit, you can see how it applies to your bill
from this page.
**Credits** shows the credit balances for your products. Open a balance to
see each grant and its remaining amount. Docker applies these balances to
your costs at the end of the billing period.
## Settings
**Settings** shows the default payment method, billing address, tax ID, and
billing email. You can update the payment method, address, or billing email
on this page.

> [product page](/manuals/subscription-billing/plans/_index.md).
## View your credits
Docker displays available account credits in the billing portal. Credits
offset eligible usage automatically before Docker charges your payment
method. To review credit balance and applied credits, see
[Credits](/manuals/subscription-billing/manage/_index.md#credits).
Credits apply to
[Docker Agentic Platform](/manuals/subscription-billing/plans/docker-agentic-platform.md).
When you sign up for Docker Agentic Platform, Docker adds a one-time
promotional credit to your account. This credit is non-recurring,
doesn't expire, and applies to cloud compute usage only. It doesn't
apply to inference, which you pay for through your own API keys.
The available options depend on the plan. For example, Docker plans let you
add seats or switch to annual billing, while product plans let you upgrade
or downgrade tiers, add units, or turn auto-renewal on or off. For the
steps for each plan and when the change takes effect, see the
[plans catalog](/manuals/subscription-billing/plans/_index.md).
