Milas Bowman e821c36bcc build: upgrade to Go 1.19 & build tweaks ...

* Use Go 1.19 and latest golangci-lint
* Bump support libraries (i.e. everything that does not
  touch cloud / Compose)
* Dockerfile caching/performance improvements
