Separate plugin sockets and specs.
Check if there is a plugin socket first under `/run/docker/plugins/NAME.sock`.
If there is no socket for a plugin, check `/etc/docker/plugins/NAME.spec` and
`/usr/lib/docker/plugins/NAME.spec` for spec files.
