Jay Huh f16157cfc5 Fix ClipColumnFamily dropping the file that ends at begin_key (#15320)
Summary:
Pull Request resolved: https://github.com/facebook/rocksdb/pull/15320

Why the change is required:
`DB::ClipColumnFamily(cf, begin_key, end_key)` keeps `[begin_key, end_key)`. It first drops whole non-L0 files outside the range with `DeleteFilesInRanges` on `(-inf, begin_key)` and `[end_key, +inf)`, but called it with the default `include_end = true`. The first range was therefore treated as `(-inf, begin_key]`, so a non-L0 file whose largest key is `begin_key` was deleted even though that key is inside the kept range. Clipping `[b, d)` on L1 files `[a, b]` and `[c, d]` lost `b`.

This showed up while smoke-testing `SplitDB` (D120757697): single-key files trivially moved to the bottom level made the split destination miss its first key.

New behavior:
- Pass `include_end = false`, so `DeleteFilesInRanges` skips files whose largest key equals `begin_key`. The second range has no end, so it is unaffected. The remaining keys below `begin_key` are still removed by the existing `DeleteRange` and compaction steps.

RocksDB: A Persistent Key-Value Store for Flash and RAM Storage

CircleCI Status

RocksDB is developed and maintained by Facebook Database Engineering Team. It is built on earlier work on LevelDB by Sanjay Ghemawat (sanjay@google.com) and Jeff Dean (jeff@google.com)

This code is a library that forms the core building block for a fast key-value server, especially suited for storing data on flash drives. It has a Log-Structured-Merge-Database (LSM) design with flexible tradeoffs between Write-Amplification-Factor (WAF), Read-Amplification-Factor (RAF) and Space-Amplification-Factor (SAF). It has multi-threaded compactions, making it especially suitable for storing multiple terabytes of data in a single database.
