Fix libaio download after Folly update (#15404)

Summary:
Pull Request resolved: https://github.com/facebook/rocksdb/pull/15404

The RocksDB Folly checkout rewrites a dead libaio source URL to Debian's mirror. The pinned Folly revision now uses releases.pagure.org, so the rewrite still matched the older pagure.io archive URL and became a no-op. Public Folly builds then downloaded an empty file and failed SHA-256 verification.

Update the rewrite to match Folly's current libaio URL. The Debian archive has the same libaio 0.3.113 contents and SHA-256 already recorded in the Folly manifest, so the checksum and extraction directory remain unchanged. This only affects the public Folly checkout path; RocksDB runtime behavior and system-package users are unaffected.
