 - it avoids memory leaks in SMGR & VFD.

RelationFlushRelation():
   there is no more call FileInvalidate(RelationGetSystemPort(relation));
   - invalid (FileInvalidate() expects File, not SMGR' fd)
   - unuseful anyway.
