The linter now reports C source in src and python modules in the tool libraries that are not in a coverage list in test/define.yaml. Generated .auto.c.inc modules are exempt, and modules that no test fully covers are on a skip list: src/main.c, the prototype manifest command, and vendored xxHash.

The mapping from a coverage entry to a file moves from the coverage command to define.py for use by the linter.

The C coverage filter no longer matches a harness .c.inc under test/src/harness as the module with the same path in src.
