Archive key rotation moved the archive.info save from backup to expire, which changed when the archive.info timestamps are refreshed for object store lifecycle rules. With expire-auto disabled, or when expire errors before the save, the timestamps were no longer refreshed after a backup.

Backup now saves archive.info as before. Expire loads archive.info only when repo-cipher-rotate is set and saves it only after a rotation.
