Jan Lindström 5824e9f8df MDEV-13569: wsrep_info.plugin failed in buildbot with "no nodes coming from prim view 
Modify configuration so that all nodes are part of galera cluster
i.e. wsrep_on=ON. Add missing wait conditions.

test changes only.
