Alexey Botchkov f6663bfbd3 MDEV-17941 ALTER USER IF EXISTS does not work, although documentation says it should. 
Mistake in syntax definition fixed - should be ALTER USER IF EXISTS,
not ALTER IF EXISTS USER.
