Vladislav Vaintroub 983163209d MDEV-21444 : Fix socket leak if AcceptEx() return WSAECONNRESET. 
Also, ignore/retry on ERROR_NETNAME_DELETED in addition to
WSAECONNRESET.
This is how golang handles failing AcceptEx(), see
