FUNCTION DOES NOT EXIST IF NOT-PRIV USER RECONNECTS".

The bug itself was fixed by the same patch as bug@11747137
"30977: CONCURRENT STATEMENT USING STORED FUNCTION AND DROP
FUNCTION BREAKS SBR".
