The 'mysqlhotcopy' tool gets into bin/ directory after the installation
from the scripts/.
So check for it in that in the mysql-test-run.pl.

per-file comments:
  mysql-test/mysql-test-run.pl
Check the bin/ for mysqlhotcopy presence.
