Sergei Golubchik 75b2aadb9e cleanup: remove #ifdef MYSQL_VERSION_ID 
remove conditional compilation for old MariaDB versions.
Some were as old as MYSQL_VERSION_ID > 32300

Didn't touch engines hosted externally, like connect, mroonga,
and columnstore
