Ahmad 86b8abb193 MDEV-27837: Disallow SET @@session.server_id within transaction 
Setting @@session.server_id within a transaction is dangerous for
replication as it can cause inconsistencies in how events are logged
and replicated.

This patch adds a check in the server_id system variable's ON_CHECK
handler to disallow changing @@session.server_id inside an active
transaction or substatement (triggers, stored procedures). Setting
@@global.server_id inside a transaction remains allowed since it
does not affect the session's binlog state.

The check uses the generic ER_CANT_SET_IN_TRANSACTION and
ER_CANT_SET_IN_SUBSTATEMENT error codes, consistent with how
gtid_domain_id handles the same restriction.
