Vladislav Vaintroub 9eac22955f MDEV-11111: the private server does not start replication 
The embedded library never started replication (it did not call
init_slave()). The private mariadbd goes through the normal startup,
which starts slave threads if the data directory has a master.info and
--skip-slave-start is not given; a data directory of an application may
well have been a replica's. Such a server was seen stuck in init_slave()
during startup, before the thread that watches its client could run.

With --embedded-lifeline behave as with --skip-slave-start: init_slave()
still creates what the rest of the code expects (active_mi), but starts
no threads.

Checked on Windows and on Linux with a data directory that has a
master.info: the private server has Slave_IO_Running No and no
replication threads; a normal server on the same data directory has the
IO thread Connecting and the SQL thread running.
