a81c17f970 Mirror Makefile.win from the GUI environment. The path here must be 
explicit to help point the debugger at the resulting, installed binaries.

d80591d65b Should correctly build mod_ext_filter, mod_deflate dependant upon zlib, 
and change the license-add code for openssl+zlib based on the newest
  changes to a global LICENSE for all bundled components.

4ec90cd877 By popular demand and some of my own observations - here is a build 
target one can use as a dummy, without 'installing binaries'.  Now
  Win32's makefile.win will simply kick off BuildBin and let it fire
  off all the targets from a command line build.  This will help to
  resolve some of the misses on incremental builds.
