As the description of the plugin states, it should only remove the
description if we can see it's just editor attribution, since this
element is used for accessibility.
In general, accessibility is more important than optimizations, so while
I could update the documentation to reflect this behavior, I believe the
default should be changed back.
I saw complaints about `extendDefaultPlugins` api
- it cannot be used when svgo is installed globally
- it requires svgo to be installed when using svgo-loader or svgo-jsx
- it prevents using serializable config formats like json
In this diff I introduced the new plugin which is a bundle of all
default plugins.

Expand default config to remove <desc> tags that start with "Created using" (in addition to "Created with").
Change is due to Figma using "Created using Figma" as their default SVG description. Sketch and others use "Created with Sketch.".
