Jim Meyering e9a211194e tests: hook up gnulib-tests 
* Makefile.am (SUBDIRS): Add gnulib-tests.
* gnulib-tests/Makefile.am: New file.
* configure.ac (AC_CONFIG_FILES): Add gnulib-tests/Makefile.
* .gitignore: Ignore all but Makefile.am.
