The return value of MoveFileExW was not being correctly interpreted,
see https://learn.microsoft.com/en-us/windows/win32/api/winbase/nf-winbase-movefileexw.
On Windows a failed rename over the file: protocol now surfaces as failed to rename file %s to %s:
Operation not permitted (ff_rename, libavformat/avio.c:867) plus an AVERROR(EPERM) return, where previously the muxer
reported success and the user was left with a missing or stale output file and no diagnostic. This affects the
write-to-temp-then-rename paths in hlsenc, dashenc, hdsenc, smoothstreamingenc, segment, and img2enc (e.g. HLS/DASH
playlist updates, -write_temp_file, segment list finalization).
Also, added unit tests to exercise the rename function.

When creating nested directories (e.g. /a/b/c), a genuine mkdir()
failure for an intermediate component was overwritten by later
attempts, making the original failure harder to diagnose.
Stop immediately on intermediate errors other than EEXIST, preserving
errno for the caller. Existing path components remain non-fatal, as
required by mkdir -p semantics. Add a regression test for creating a
child below an existing parent directory.

Since bc1a3bfd2c, missing reference
pictures are not replaced with generated pictures unless `-flags
show_corrupt` is used. For `ST_FOLL`/`LT_FOLL` reference pictures,
however, generation of missing references is required by the spec per
8.3.3. We should not require the `show_corrupt` flag to be used in
order to be spec-conformant, so this patch removes the `show_corrupt`
behaviour added in bc1a3bfd2c for
`ST_FOLL`/`LT_FOLL` references and instead unconditionally generates
reference pictures in these sets when unavailable

dst0/dst1 are uint16_t* allocated as width * sizeof(uint16_t), but
the memcmp at the end of check_add_left_pred_16 only compared `width`
bytes — missing the second half of each buffer. Same pattern used
correctly in tests/checkasm/huffyuvdsp.c (memcmp with width * sizeof()).
While at it, fix missing whitespace around & and || on the same line.

fate-filter-mcdeint-slow and -slow-edge feed testsrc (RGB24 only) into
mcdeint (YUV420P/YUV444P only), so ffmpeg auto-inserts a scale filter to
convert the pixel format. That conversion needs swscale, so both tests
fail to configure the filter graph under --disable-swscale:
Error configuring filter graph: Invalid argument
Conversion failed!
Reported by the x86_64-archlinux-gcc-disableswscale FATE slot. Add
SCALE_FILTER to their dependency list so they are skipped when the scale
filter (and thus swscale) is unavailable, matching the existing
convention for conversion-dependent FATE tests.

This is very slow otherwise (10x slower than with native int128). Developers
can still manually run it if they need to, but we should exclude it from
the default FATE target.

Sometimes the duration itself reflects the remainder samples by being set to a
value lower than the frame size, but in other cases it's done only through
a discard padding value in side data.
Take the latter into account when calculating durations.

After a seek, hls_read_packet drops packets until each playlist reaches
seek_timestamp. That threshold lives on c->first_timestamp's baseline,
i.e. the DTS of whichever stream produced the very first packet. Streams
can have different DTS baselines though. So comparing one stream's
threshold against another stream's DTS is wrong. A stream whose first
keyframe precedes the global baseline gets its segment keyframe dropped
and resumes a segment (or more) late.
Track the first DTS per playlist and rebase the threshold onto each
playlist's own baseline. Since HLS segments are presentation-aligned
across renditions, every stream then resumes at the same presentation
time. seek_timestamp keeps its meaning on the global timeline, only the
per-playlist comparison value is translated.
This fixes playlists that would be unable to play from the start, and
instead skip one or more segments, before data is output.

find_timestamp_in_playlist() already selects the first segment when the
target is below the playlist's first timestamp, but returns 0.
hls_read_seek() treats that as a failure, and all seek operation is
failed.
This breaks seeking to the very start whenever the requested timestamp
is slightly below the first one. Clamp such targets to the first segment
and report success instead.

automatically as long as the plane 1 is large enough.

This is handled using the new SWS_RW_PALETTE read op mode. We need to be a bit
careful to use the correct pixfmt descriptor downstream, because the descriptor
for PAL8 itself merely describes the *index*, rather than the actual data
values.
Accomplish this by introducing a new function to map the palette format to the
resulting pixel format after applying the palette (explicitly documented as
AV_PIX_FMT_RGB32).

We also drop the useless/unused mask from the permute ops.
Avoids a bunch of otherwise duplicate permute ops. Now that this is
handled by SWS_UOP_MOVE for x86, there is no downside to this.
The FATE change is a pure rename of the uops dumps.

There is no easy optimization that can be triggered by knowing that the
offset is exactly 1. This led to identical functions being instantiated
for different params.
Frequency-domain mono/stereo decoding at several sampling rates, M/S,
TNS, and target_level-based loudness normalization, compared against
the reference decoder output of the ISO/IEC 23003-3 conformance
sequences (at -16, -24 and -31 dB targets driven by loudnessInfoV1
metadata), plus an exhale-encoded stream carrying v0 loudnessInfo().
get_dc() divides the accumulated, OBMC-weighted DC by aa, the sum of the
squared OBMC weights taken over the in-plane pixels. When an OBMC block
falls entirely outside the plane - e.g. a tiny chroma plane after mcdeint
splits a frame into fields - no pixel contributes, aa stays 0 and the
ROUNDED_DIV() divides by zero (SIGFPE). ab is 0 in exactly the same case,
so the result degenerates to 0; return it directly.
Reproducible with the GPL mcdeint filter in slow/extra_slow mode, e.g.
ffmpeg -f lavfi -i testsrc=s=128x2 -vf mcdeint=mode=slow -f null -
Add a self-contained lavfi-based FATE regression test for the slow mode,
which previously crashed and is therefore not covered by the existing
sample-based fast/medium tests.
