Claude 704e1aa838 process: retry failed owner lookups after a minute ...

LookupAccountSid also returns ERROR_NONE_MAPPED if a network time-out
prevents the lookup, so treat every error as transient instead of
keeping the SID as the final owner.

Keep failed lookups in the SID cache for a minute instead of clearing
them after each scrape, so an unreachable domain controller is not
asked again on every scrape. Log unresolved owners once per lookup and
test the retry path.
