Guido Trotter b31b8916f3 dispatcher: remove GroupMarker in favor of just-in-time calculations ...

Currently the API returns call-time status for silences and inhibitions,
but last-flush status for mutes. Making this uniform also allows us to
remove the dispatcher-global GroupMarker, and remove some bugs it had in
corner cases.
