Cleanup markdown in governance
- Email addresses should be enclosed in brackets, same as links. - Release approval header missing, replaced with proposing a motion. - Replaced runtime-spec with image-spec in examples. - Proposing a motion header was in the document twice, renamed. Signed-off-by: Brandon Mitchell <git@bmitch.net>
