Aditya Manthramurthy 3b94d4d3e0 Add policy set command (#2852)
This is a BREAKING change.

- This command sets policy for user and group
- `mc admin user set-policy` is now removed.
- `mc admin uesr add` no longer accepts a policy to set on the user.

Add user info command to show groups of a user
