Grafana and metric updates (#953)
- Adds a new page for Grafana to overview. - Replaces the list of metrics in the Metrics and Alerts page with an include to pull the list of metrics maintained in GitHub. - Removes use of the :metric: role throughout the docs. - Adds note about the introduction of a new bucket metric endpoint.
