The define was dropped, so 32-bit builds got TIME_T_MAX_BITS=32 instead of 31, which breaks time_max_safe_value() and with it time_add_secs() and time_sub_secs(). time_t is required to be signed, so always treat a 32-bit one as 31 bits, both in m4/gmtime_max.m4 and in the meson probe.
