Subject: [PATCH] Upgrade to CMake 4.4.3

Per the upstream release notes, the only documented change is that Swift
policy CMP0215's NEW behavior now also requires CMP0157 and CMP0195 to
be set to NEW. force-ninja.patch still applies.
