Summary: It seems silly we have a ruby dependency for a single file, so I migrated the code generator to shell scripts, which we should expect to be just as portable and much less to install, yay! I verified the generated code is md5sum identical, so there shouldn't be any behavioral differences. Test Plan: md5sum, does proxygen still build?
