55d211388a Adjust test case with invalid base64 
Now that Base64 validates the number of trailing equals, adjust the PEM test
case that has a Base64 payload with a wrong number of trailing equals, where
`mbedtls_pem_read_buffer()` now returns a different error code. I'm not sure
what the exact intent of the test was, so add a variant with trailing equals
as well.

8369b4acb5 Fix MD_PSA_INIT called before initializing some data structures 
This fixes accesses to uninitialized memory in test code if
`psa_crypto_init()` fails.

A lot of those were pointed out by Coverity. I quickly reviewed all calls to
`MD_PSA_INIT()` manually, rather than follow any particular list.

07018f97d2 Make legacy_or_psa.h public. 
As a public header, it should no longer include common.h, just use
build_info.h which is what we actually need anyway.

76b753bbb7 Change the dependencies in pem.c to xxx_BASED_ON_USE_PSA and related files 
This is done to be able to bild test_psa_crypto_config_accel_hash component where MD5 is only available accelerated (PSA_WANT_ALG_MD5 is enabled and MBEDTLS_MD5_C is disabled) but MBEDTLS_USE_PSA_CRYPTO is disabled.
So the build should not attempt to enable pem_pbkdf1.

1630058dde Potential buffer overwrite in pem_write_buffer() fixed 
Length indication when given a too small buffer was off.
Added regression test in test_suite_pem to detect this.
