Replace PSS placeholders by OAEP placeholders. PSS is a signature
algorithm, not an encryption algorithm.
Fix typo in PSA_ALG_IS_RSA_OAEP_MGF1.

Always adding things at the end tends to create merge conflicts.
Adding in the middle in this way makes the order more logical in
addition to avoiding conflicts.
